dc.description.abstract The aim of this study was to examine challenges and opportunities of woreda political leadership in achieving second growth and transformational plan in case of Gullele sub-city Addis Ababa Administration. Following a review of the literature related to the problem of leadership at Woreda level. Woreda political leaders and public officials of the woreda were sources of data for the study. The data were collected through questionnaire, interview and focus group discussion. A sample of 105 questionnaire respondents were selected through random sampling method and 102 respondents filled and returned the questionnaire properly. Using purposive sampling method 3woreda level leaders participated in interview and 24 Woreda public officials were FDG participants. The major findings of the study are: The evidence is overwhelming; awareness created for the middle level leader to lead the second GTP. It can be concluded that the middle level leaders lacks: targets on the change of their followers, motivation and readiness to implement the second GTP, transparency, interpersonal communication hinders the progress of transformation as a challenge. One direction communication with the society, lack the characteristics of democratic leader, monopolizing of activities by the middle level leaders, shortage of finance and budget, low implementation capacity of the middle level leaders and rent seeking and corruption are the challenges to implement second GTP. The evidences also overwhelming; developmental political system of the state, decentralization power, participating youths in leadership could the opportunities to enforce the transformation plan successfully., updating the middle level leader‟s knowledge with technology and using the opportunities to tackle the constraints they faced . The recommendation forwarded includes; working on awareness creating is a key to update the middle level leader‟s knowledge and responsibility, the government should create training institution and research center to develop the knowledge of middle level leaders. Generally, middle level leaders develop themselves before their followers; middle level leaders should have motivation and readiness to implement second transformational plan and to have harmonious interpersonal and multidirectional communication. More over woreda political leaders give chance to the participation of youths. en_US
